Message I know wiring issues are a real paint, feel like a contortionist yet being up under the dash?

So since you have tried 2 ECU's and the fuses seem good, I highly suspect you have a break/short in one of the wires under the dash so to pin down which one, use this pic:

Now I know you have probably done this before but since it's still not working just humor me. First turn the ignition on make sure you have 12V where I circled it. Next turn the ignition off, disconnect the battery pull out the ECU, take the harness off of the ECU and OHM out each one of those wires in the pic all the way from the consult connector to the ECU harness, to make sure there is no resistence (make sure they all read close to 0, also while you are in there check and make sure none of the wires are grounding out except the ground wire obviously. Also look at the pins in the ECU harness to make sure there is no damage.
